A project is signed on a fixed quote, with no hour meter running. What you receive at each sprint, you can show internally and have tested by the people who will use it. If the scope shifts, we talk about it before touching the quote.
At the start of the sprint, we agree on what will be delivered within the two weeks. At the end, you receive a usable version, you test it, and your feedback steers the next sprint.
